HERCULES — November 2, 2026. Hercules has launched its Horizon 2050 General Plan update, intended to guide future land use and transportation decisions over roughly the next quarter century.
Why the update is needed
The city’s August 2026 announcement says its last comprehensive General Plan update was in 1998. Since then, state housing and environmental laws and local development needs have changed substantially.
Community engagement
Hercules held a public workshop in September at the Hercules Library, asking residents to identify priorities for housing, parks, transportation and the community’s character. The city says community feedback is part of the broader long-term plan process.
What a plan does not do
A General Plan update is not itself approval for every construction project mentioned during public outreach. Residents should follow published staff reports and planning meetings for specific development decisions.
