HERCULES, Contra Costa County — October 24, 2026. A housing proposal called Emblem Hercules Apartments won a set of city planning approvals in June. The City of Hercules project page states the City Council approved the development on June 23, 2026, allowing a plan for 180 rental homes, of which 162 are market-rate and 18 designated for low-income households.

What is planned on the site?

The city describes a mix of one-, two- and three-bedroom apartments, surface parking, a clubhouse, a fitness room, leasing and management space, a package-storage facility and outdoor social areas. These are elements of an approved development proposal, not facilities confirmed to be open as of October 24.

Which approvals did the council grant?

The city’s project account lists a Planned Development Permit, Conditional Use Permit, Design Review Permit and an addendum to the Hercules New Town Center Environmental Impact Report. The supporting agenda materials are identified as files 26-129 and 26-155. A planning approval does not by itself prove a construction permit has been issued, a contractor hired, financing secured or an apartment completed.

Why does state housing law matter?

The city says a preliminary application was filed October 21, 2024, when Hercules’s Housing Element had not yet been certified. A complete application followed April 14, 2025. The city’s explanation says the proposal qualified for a form of Builder’s Remedy protection under state housing law because 10% of the 180 units are designated for very-low-income households in the legal analysis. This designation is a specific regulatory description and should not be generalized to every unit, tenant or project.

Readers should consult the adopted conditions of approval to understand the precise affordability requirements, rent restrictions and monitoring obligations. The word “approved” does not imply that construction is done or that applications for renting are currently open.

What should Hercules residents watch next?

Neighbors can ask the planning department for any later building permits, construction schedules, traffic requirements, infrastructure capacity reviews and updates on affordable-unit covenants. The city’s documents should provide the baseline for tracking whether the project ultimately meets what was authorized.
